Making boots

At a guess, (not being the boot maker), they were what I would call 'helper pieces'.  They were used to set up the complex curve of the soles of the boots, and were later deleted when their purpose was served.  I created a similar layout for soles and it seems to be pretty good approach:

The actual soles would be done using a Cut-and-Sew operation, so they can be easily separated at the end.  The entire piece is suspended between two parallel pattern pieces with the internal lines showing the side profile curve.  Once the correct profile is achieved, the actual sole would be frozen in place, and the two parallel pieces, and the extraneous (transparent piece, here) are deleted.
